Constructs a layer with the current default properties. The default layer properties are:

line style = Rhino.ApplicationSettings.AppearanceSettings.DefaultLayerLineStyle

iges level = -1

mode = NormalLayer

name = empty

layer index = 0 (ignored by AddLayer)
